The Port Authority of New York and New Jersey s executive director Chris Ward announced Monday that nearly every project under construction at the World Trade Center site is behind schedule and that the memorial would not be able to open by its target of Sept 11 2011 On Tuesday Ward said the public might have access to the cobblestone tree-covered memorial plaza by the attacks 10th anniversary but construction would still need to continue after that Joe Daniels president of the National Sept 11 Memorial amp Museum sent a letter to supporters Tuesday stating that despite the report the foundation will advocate for the memorial to open by the 10th anniversary While aggressive we believe it is both possible and essential that the memorial be open to the public by the 10th anniversary of the 9 11 attacks Daniels wrote Mayor Michael Bloomberg who spearheaded fundraising for the memorial as chair of the foundation said Tuesday he hoped the memorial could open sooner than predicted I ve pushed the Port Authority as much as I can the mayor said I m not so sure they aren t doing a good job I think it s easy to go and criticize them I m just pointing out that they set the priorities The agency is building the memorial and a multibillion-dollar transit hub next to it meaning delays in one project affects the other agency officials said The underground museum planned at the site borders concourses in the Port Authority commuter rail hub and trees planned for the plaza would sit on top of part of the hub Ward also announced a major design change to the hub to trim millions of dollars from a budget that has ranged from 2 2 billion to 3 4 billion The wings on the dome designed by Spanish architect Santiago Calatrava will no longer open and close along with its retractable roof Ward said Calatrava had designed the wings to give the building a sense of motion at times and designed a roof to open every Sept 11 and shine light down into the transit hub s concourse Ward said the change would keep the hub from imposing on the office towers and memorial near it This is a tough choice but it is the right choice he said Calatrava on Tuesday said he recommended the latest change We strongly support the Port Authority s efforts to ensure that the World Trade Center transportation hub is built and we are continuing to work collaboratively to find potential changes that will save time and money while preserving the integrity of the original design he said in a statement

At the heart of every hamburger is the patty Most typically people think of a hamburger patty as beef This is a great place to start When using ground beef to make hamburger patties you want to select the right meat Lean ground beef like ground sirloin or the 7 fat meat will tend to make dry burgers Remember when you grill a burger a lot of the fat will drain off so starting out too lean can make a dry burger But also remember that the more fat the more the burger will shrink while cooking The 30 fat beef can shrink by as much as 25 leaving you a pretty little patty You also want to get a coarse grind Finely ground meat can become soft and mushy making the patties hard to work with and more likely to fall apart on the grill This is also the reason you want to be careful about what you put in the patty Large pieces of onion whole cloves of garlic or other smooth things can make the patty unstable Finely chop vegetables and mince the garlic cloves Moving away from beef things like ground lamb pork and ground sausage work well also I ve found that ground turkey can be difficult to work with because it can get so soft The best way to deal with this is to add dry breadcrumbs to the meat It will soak up the excess water and make the patties easier to work with This is also a good trick if you like to added things like steak sauce or applesauce to the meat Now while other meats also make a great burger mixtures of meats make a fantastic burger Try mixing 3 parts beef with 1 part sausage Or you can add a lamb flavor by mixing equal parts beef and lamb But remember when mixing meats together or in just preparing the patties for the grill the more you handle the meat the softer it will become Mix gently and as little as necessary Once you have your patties ready for the grill you need to know a few things about grilling the burger If you want step-by-step instructions I have that on a separate page Start with a very hot grill as hot as it will go Get everything ready and quickly lift the lid and gently place the patties on the grill When the raw meat hits the hot cooking grate it will stick It will seize the grate for dear life If you try to turn it too early the burger will fall apart The secret is to flip the burger the second it releases The process here is that as the bottom of the patty cooks the grease will create a non-stick surface on the patty and the heat from the grate will char the meat separating it from the grate At this point you want to lift the lid again and flip the patties preferably to an unused part of the cooking grate At this point the process will repeat When the burgers have released again flip them again and turn down the heat It should only take about 1 minute per side to release from the grate When you have flipped for the second time continue grilling for about 2-3 minutes At this point there should be no pink left Flip a third time and continue until done This should be only about 2-3 more minutes Remove the hamburger patty when done and let sit for a minute or two before you serve If you follow this plan you should get the perfect hamburger From here you can build on with all the fixings

Q Why are tariffs preferred to quantitative restrictions as a means of controlling imports A Thanks for your question Tariffs and quantative restrictions commonly known as import quotas both serve the purpose of controlling the number of foreign products that can enter the domestic market There are a few reasons why tariffs are a more attractive option than import quotas Three Reasons Why Tariffs Are Preferable to Quotas Tariffs Generate Revenue for the Government If the U S government puts a 20 tariffs on imported Indian cricket bats they will collect 10 million dollars if 50 million worth of Indian cricket bats are imported in a year That may sound like small change for a government but given the millions of different goods which are imported into a country the numbers start to add up The Progressive Policy Institute has found that the United States collects 20 billion dollars a year in tariff revenue This is revenue that would be lost to the government unless their import quota system charged a liscencing fee on importers Which brings me to point 2 Import Quotas Can Lead to Administrative Corruption Suppose that there is currently no restriction on importing Indian cricket bats and 30 000 are sold in the U S each year For some reason the United States decides that they only want 5 000 Indian cricket bats sold per year They could set an import quota at 5 000 to achieve this objective The problem is How do they decide which 5 000 bats get in and which 25 000 do not The government now has to tell some importer that their cricket bats will be let into the country and tell some other importer than his will not be This gives the customs officials a lot of power as they can now give access to favored corporations and deny access to those who are not favored This can cause a serious corruption problem in countries with import quotas as the importers chosen to meet the quota are the ones who can provide the most favors to the customs officers A tariff system can achieve the same objective without the possibility of corruption The tarriff is set at a level which causes the price of the cricket bats to rise just enough so that the demand for cricket bats falls to 5 000 per year Although tariffs control the price of a good they indirectly control the quantity sold of that good due to the interaction of supply and demand Import Quotas Are More Likely to Cause Smuggling Both tariffs and import quotas will cause smuggling if they are set at unreasonable levels If the tariff on cricket bats is set at 95 then it s likely that people will try to sneak the bats into the country illegally just as they would if the import quota is only a small fraction of the demand for the product So governments have to set the tariff or the import quota at a reasonable level But what if the demand changes Suppose cricket becomes a big fad in the United States and everybody and their neighbour wants to buy an Indian cricket bat An import quota of 5 000 might be reasonable if the demand for the product would otherwise be 6 000 Overnight though the demand has now jumped to 60 000 With an import quota there will be massive shortages and smuggling in cricket bats will become quite profitable A tariff does not have these problems A tariff does not provide a firm limit on the number of products that enter So if the demand goes up the number of bats sold will go up and the government will collect more revenue Of course this can also be used as an argument tariffs as the government cannot ensure that the number of imports will stay below a certain level For these three reasons tariffs are generally considered to be preferrable to import quotas If you have a question you d like answered please use the feedback form
